Now that the bill filing deadline has passed, it’s time to hone in on your filed bills and push them through the Legislature and onto the Governor’s desk! By this point of Session, bills are being heard in committees, receiving public testimony and (hopefully) passing through each chamber over to the next. Bill movement is fast and fierce – here are some tips to stay on top of your bills and ensure they each receive the attention they need.

With bills moving quickly, staying informed on committee schedules is crucial. Check the Texas Legislature Online for daily postings and be prepared to testify on short notice. Have talking points ready for both supportive and opposing perspectives to address potential concerns from lawmakers. 

2. Stay Alert: Anticipate a Committee Substitute and Adjust Accordingly
Committees often introduce substitutes that modify bill language, sometimes significantly. Be sure to review changes quickly and determine how they impact your advocacy strategy. If a substitute alters your stance or messaging, be ready to reframe your testimony and communication efforts accordingly.

3. Build Your Network: Engage Key Stakeholders Early and Often

We’re officially in the second month of the 89th Texas Legislative Session! Senate committees are in full swing, and House committees will be up and running very soon. That means it’s go-time if you want to make your voice heard. Whether you’re stepping up to the mic or submitting written testimony, here’s how to make sure your message sticks.

Stay in the Loop

Tracking bills and committee schedules is crucial. Use the Texas Legislature Online (TLO) website and sign up for committee notices so you never miss an important hearing. Research committee members to understand their perspectives and tailor your testimony accordingly.

Craft a Strong Message

Keep it short and impactful—aim for two to three minutes. Start strong by introducing yourself, stating your position and immediately hitting your key points. A compelling personal story can be more persuasive than a long list of statistics, but well-placed facts add credibility. Keep it professional, passionate and to the point.

Be Prepared on Testimony Day

Timing is everything. Arrive early to navigate Capitol security, parking and committee sign-ins. In the House, registration is electronic through Capitol kiosks or personal devices on Capitol Wi-Fi, while the Senate often uses paper sign-ins. Make sure you’re correctly listed as speaking for, against or providing information on the bill.

With Thanksgiving behind us and the holiday season in full swing, many organizations are ramping up their philanthropic efforts. Since the beginning of the pandemic, corporate charitable giving has increased by 23.8%– equating to $21.08 billion.

Which makes sense when you consider that almost three-quarters of Americans say that a company’s charitable giving impacts their spending decisions. As consumers and stakeholders take philanthropy into consideration, it’s imperative organizations showcase their efforts.

Here are a few tips on how to frame your charitable efforts in the right way:

Celebrate Kindness

  • Take the time to highlight your employees, customers or partners who have contributed to the community. Showcasing an employee or customer can pan out two-fold-it builds up morale internally and introduces the partner organization, bringing more attention to their cause.

Impact Reports

  • The end of the year is a time to celebrate success and growth. Use this opportunity to demonstrate how you have followed through on your commitment to a community, organization or issue. Giving employees paid time off to volunteer can be just as impactful as a direct financial donation. Track that time and include it in the overall contributions you made.

As a strategic communications and public affairs firm, we invest time building relationships with reporters and getting to know their outlets. We often ask our contacts what they wish people knew about their jobs. We’ve compiled their thoughts to help you answer why your story isn’t getting the coverage you hoped for and what to do instead.

You’re messaging for insiders
You’re an expert in your subject area; with that expertise comes jargon and a highly detailed view of the topic. Reporters and their audience haven’t spent the time immersed in your topic, nor do they have the capacity to.

Instead: Step back and share the bigger picture rather than providing soundbites or quotes steeped in jargon or legalese – what does the average person need to know?

You’re targeting the wrong outlets.
Having your issue featured in the New York Times, the Wall Street Journal, or USA Today is an incredible feat, but it’s not the only way to effectively share your message. Each day these outlets receive thousands of story suggestions. Even with their digital version, they’re only able to publish a couple of hundred articles a day, meaning most pitches don’t make it out of a reporter’s inbox.

Your timing is off
Even the most carefully crafted communications calendars are at the mercy of the media cycle. Breaking news such as a natural disaster, political incident, or pop-culture moment could shift what media wants to publish at any second, allowing other stories to get picked up over yours.

Instead: Create flexibility in your timeline and look for ways to connect your topic to what is currently trending.

An important lesson from last week’s cold weather? How far we’ve come since the Big Freeze of ’21! State officials and energy providers heard the public loud and clear and have made upgrades not just to infrastructure, but to their transparency with rate payers and voters.

Pro-Active Communications

Energy providers across the state have moved to a proactive approach. Providers like the Pedernales Electric Cooperative and Austin Energy pre-empted last week’s storm with preparation tips and ways to stay connected during the event.

If there’s a potential crisis on the horizon, providing helpful information in advance can assuage stakeholder concerns if the situation does hit.

Real-Time User-Friendly Updates

Since the event, the Electricity Reliability Council of Texas (ERCOT) has provided real-time information to consumers in an easy-to-understand fashion. Their new grid information dashboard helps anxious consumers track current energy use, projected use and current energy reserves.

The easy-to-follow graphics and real-time updates help stakeholders feel involved and informed. While not every organization needs a dashboard, providing social media or newsletter updates highlighting important information with easy-to-follow graphics is a great way to build trust with stakeholders.

Consistent and Unified Messaging

As weather radars began to predict plummeting temperatures and increased precipitation last week, Gov. Abbott addressed the state, bringing in experts from the Public Utility Commission (PUC), ERCOT and the Texas Division of Emergency Management to provide updates and prepare Texans for the storm. Texas’ major agencies and State leadership presented a unified front, reiterating consistent messaging. PUC and ERCOT officials offered reassurance, detailing weatherization changes since 2021 and reiterating the predicted demand and supply metrics. The oil and gas industry proactively communicated their supply levels and echoed the Governor’s message. Gov. Abbott followed up with additional press conferences providing updates and reassuring the public.

Everyone sang from the same song sheet and we give the effort an A+.

Everything is going perfectly. You’ve hit your main points, smiled where you needed to and are nailing your interview. Then, it happens – you get asked a question you’ve been dreading or one so out of left-field you haven’t prepared an answer. Rather than freeze, stumble or refuse to answer, you deploy another one of your communication tools – bridging.

Bridging is one of the most important tools in an interview. As you answer questions that tend to move away from your story, bridge phrases can help bring the conversation back to your key points. Think of this technique as using specific phrases to redirect you back to the topic you wish to talk about. This skill can be especially useful when a reporter asks a question that does not concretely relate to the agreed topic.

The past 18 months altered most aspects of our daily life. While in-person meetings are slowly making a comeback, the same is not true for in-person interviews, as 85% of local producers plan to continue doing Zoom interviews, citing their authenticity and ease.

With Zoom interviews here to stay, mastering the at-home studio is a must. Here are a few tips:

  • Always test your space and physical appearance before your interview. What you see with the naked eye does not always translate the same on-camera.
  • Select a location that is not only quiet and distraction-free but has good lighting. Natural lighting is best and should always be in front of you, not behind.
  • Finally, test your webcam position. It should be at or close to eye level. You may need to place a box or books under your laptop to raise the webcam.

Producers love virtual interviews because they are authentic, so there’s no need to create an in-home studio, but with a few polishing touches, you can enhance the appearance of professionalism and credibility while ensuring the success of your next Zoom interview.
